Valley Water provides wholesale water and groundwater management services to local municipalities and private water retailers who deliver drinking water directly to nearly 2 million people in Santa Clara County that stretches 1,300 square miles and encompasses 15 cities and unincorporated areas.

The Job:
Valley Water is looking for a Deputy Operating Officer (DOO) to oversee the Water Utility Capital Division. The Deputy Operating Officer for Capital (DOO) will be responsible for the strategic direction and management of three units with approx. 65 staff: Construction Services, Treatment Plants Project Delivery and Pipelines Project Delivery. This position will oversee an FY23 capital budget of $76.2 million and a planned FY24 capital budget of $132 million per Valley Water's two-year budget cycle. In addition, this position is responsible for contributing to the management of a five-year, $8.29 billion Capital Improvement Program, and will work on various large scale capital projects. This position will work across the agency with other departments, executives and elected officials and coordinate with various local, state, and federal agencies. Our ideal candidate will be a registered civil engineer with a background in pipeline, or water and wastewater treatment plants. The DOO will be an exceptional communicator, self-starter, collaborator, problem solver, team leader and business partner. This position will lead and motivate high-functioning teams to take on high-risk projects and collaboratively handle demanding, time sensitive, and competing projects, including pipeline rehabilitations, and large pump station and treatment plant rehabilitations. The incumbent will provide vision and direction for the division and have the expertise to execute results. The DOO will be part of a dynamic team of four deputies reporting to the Chief Operating Officer for Water Utility. This position is designated as unclassified/at-will.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
