The IGIS Statewide Program is ANR's primary resource for geospatial knowledge and innovation. Geospatial tools and technology play a role in nearly everything ANR focuses on, from agricultural research and extension, to management of forest and rangelands, to community engagement. IGIS serves as a bridge and innovation leader for all local and statewide ANR programs, providing support for spatial data, tools, and analysis, and developing new applications of spatial data technology. The GIS Web Programmer uses skills as a seasoned, experienced GIS professional to resolve a variety of analysis and research issues. Works on assignments of broad scope where analysis of data requires a review of a variety of factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Operates independently.

Design, develop, and implement visually compelling interactive data visualizations of large geospatial datasets. Data visualizations and tools will be developed using open-source geospatial frameworks and Javascript libraries with a focus on providing an intuitive and dynamic user experience for exploring geospatial data.

Utilize open-source and web-based technology for reproducible and repeatable data analysis and publication (e.g. Jupyter notebooks, RShiny). Uses version control (Git and GitHub) to track, share, and publish open source project code.

Lead discussions with stakeholders to assess needs, priorities, and application design. Development tasks may include taking part in usability testing with key stakeholders as required.

Collaborate with IGIS team to develop training materials and lead trainings on geospatial and web mapping applications. Develop workshop and presentation materials such as Jupyter notebooks or presentation graphics and flowcharts to aid program managers in stakeholder engagement and outreach.

Work with IGIS staff on other geospatial analysis tasks as they arise.

This position is a career appointment that is 100% fixed.

Salary - Min $56,300/year to Mid $81,800/year

Key Responsibilities:

50% Design, develop, and implement visually compelling interactive data visualizations of large geospatial datasets. Data visualizations and tools will be developed using open-source geospatial frameworks and Javascript libraries with a focus on providing an intuitive and dynamic user experience for exploring geospatial data.

20% Utilize open-source and web-based technology for reproducible and repeatable data analysis and publication (e.g. Jupyter notebooks, RShiny). Uses version control (Git and GitHub) to track, share, and publish open source project code.

Special Conditions of Employment:

Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability and property damage insurance on vehicle used is required.

Requirements:

BA/BS (or equivalent degree) in Computer Science, Geographic Information Science, Data Science, or related fields, and/or equivalent experience.
Fluency with and thorough knowledge of ArcGIS Pro and Python for interacting with large datasets and making production-quality maps and figures.
Development experience with PostgreSQL, PostGIS (Open Source Geospatial Stack). Development experience with creating web pages with HTML, CSS, and Javascript tools; understanding best practices in responsive web development and web standards.
Demonstrated ability to operate independently and solve complex technical and logistical challenges in a time-sensitive environment
Experience presenting technical subject matter to diverse audiences
Experience with creating data driven visualizations and/or web mapping applications using Javascript libraries (D3, Leaflet).
Deployment on UNIX/Linux operating systems in a production environment Familiarity with version control (Git and GitHub).
Understanding of core spatial concepts, application of spatial analysis methods, geospatial data formats and standards.

Preferred Skills:

Masters degree in geospatial science related field
Self motivated, able to learn quickly, meet deadlines and demonstrate problem solving skills.
Demonstrated strong commitment to customer service, attention to detail and continuous improvement.
Good interpersonal skills in order to work with both technical and non-technical personnel at various levels.
Proven ability to deal with uncertainties, competing priorities and ambiguities in the workplace.
Ability to communicate technical and scientific information in a clear and concise manner with clients and users via technical writing, blog posts, and presentations.
