Overview:
Do you want to make a difference in your community by helping Santa Clara County residents, businesses, schools, and farms conserve water during this historic drought? Do you have a college degree and at least one year of experience working on water conservation programs?

Valley Water is looking for a passionate Water Conservation Specialist to join our Water Supply Planning and Conservation team. Valley Water's Water Supply and Conservation Unit is responsible for developing and implementing water conservation programs to meet ambitious water savings goals during the drought and to achieve our long-term conservation goals for the county.

Under the direction of the Senior Water Conservation specialist, the selected candidate will be responsible for the design, development, implementation, and evaluation of Valley Water's water conservation programs. This includes the development of new programs, collection and analysis of program data and information, and preparation of reports and program evaluations. The selected candidate will assist in water supply planning efforts by researching alternative sources and performing reliability analyses. This position will also have various outreach responsibilities, including planning and staffing events and workshops, as well as collaboration with local, state, and/or federal agencies on water conservation efforts.

About Valley Water:
With headquarters in San Jose, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides food protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.
Valley Water manages 10 dams and surface water reservoirs, three water treatment plants, an advanced recycled water purification center, a state of-the-art water quality laboratory, nearly 400 acres of groundwater recharge ponds, and more than 275 miles of streams. Valley Water provides wholesale water and groundwater management services to local municipalities and private water retailers who deliver drinking water directly to nearly 2 million people in Santa Clara County that stretches 1,300 square miles and encompasses 15 cities and unincorporated areas

Key Responsibilities include, but are not limited to:
  • Research, evaluate, and design new water conservation and demand management programs; this includes developing and implementing work plans, administering program budgets, preparing reports and lead temporary employees and/or student interns to implement and evaluate programs.
  • Conduct studies including scientific research, data analysis involving environmental, financial, socioeconomic, feasibility studies, cost benefits, and assess water yields of several different scenarios to assist water supply planning.
  • Review, analyze and provide recommendations for water resources related policies, legislation, and ordinances; utilizing policy research and participating in committees and community outreach.
  • Develop and execute program-marketing plans including evaluation of effectiveness of marketing strategies, reviewing, proposing, and developing program literature and outreach material.
  • Coordinate program administration with local and state agencies; monitor and evaluate new developments in the field of water conservation and demand management.
  • Represent Valley Water at various committees and organizations; plan, coordinate, and staff special events, workshops, and professional seminars; speak to community and other groups such as professional industries, HOAs, resources conservation districts, and non-profit organizations.
  • Assist in development, implementation, and maintenance of tools and databases for program tracking and analysis.
  • Present to the Board of Directors and board committees; respond to Board of Director requests and correspondence, assist with development of board agenda items. Represent Valley Water at various internal and external committees.
  • Prepare request for proposals, negotiate contracts including vendor selection, and administer contractor agreements.

Ideal Experience:
  • Water Conservation Specialist I - One (1) year administering or implementing water conservation and/or demand management programs.
  • Water Conservation Specialist II - Three (3) years administering or implementing water conservation and/or demand management programs.
  • Water Conservation Specialist III - Five (5) years administering or implementing water conservation and/or demand management programs.
  • Familiarity with methods, techniques, and best practices of Model Water Efficient Landscape Ordinance, California Plumbing Code, Storm Water Permit Requirements, metering and submetering, agriculture, and/or state water-related executive orders.
  • Principles and practices of contract and budget administration.
  • Methods and techniques of evaluating water conservation and demand programs including but not limited to metering, submetering, ordinances, and agriculture.
  • Experience with community outreach and event planning.

  • Principles of business writing and report preparation.
Ideal Training and Education:
  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in environmental studies, physical or biological sciences, horticulture, public administration, or a related field.
  • American Water Works Association Water Use Efficiency Practitioner Grade 1 or higher is ideal, but not required.


Required License or Certificate
