IT Applications Supervisor

The Tualatin Hills Park & Recreation District (THPRD) seeks an Information Technology Supervisor who will be responsible for the planning, selection, design, implementation, monitoring, and ongoing maintenance for applications and systems. This position collaboratively recommends cost-effective, holistic solutions meeting the needs of the agency, its customers, and accelerating agency operations.
The ideal candidate will be a working leader with a proven record in both developing and managing applications, as well as leading and mentoring full-time staff. They have experience working closely with team members and customers to deliver innovative, up-to-date solutions. The incumbent will have experience upgrading and modernizing systems and applications, with valuable expertise in web development, Geographic Information Systems (GIS), Enterprise Resource Planning (ERP), and Software as a Service (SaaS) platform. A strong understanding of system security is essential, as the role includes responsibility for managing employee access and ensuring data protection across the district.

The starting pay for this position is $118,919.43 to $131,065.33, based on experience. Upon tenure at the district the full pay range is $118,919.43 to $144,536.24.

Responsible for managing information technology applications. Directs the work of employees directly and indirectly and exercises authority or provides significant influence in employment decisions such as hiring, firing, advancement, promotion, or any other change of employment status.- Oversee the progress and implementation of projects and day-to-day operations of their employees through motivation and coaching that guides the improvement of employees’ work performance and ongoing professional growth.
- Oversee and participate in the planning, development, installation, implementation, administration and maintenance of computer application systems, software, and data management; provide technical assistance to system users.
- Develop, maintain, enforce, and comply with standards, practices, policies and procedures of the district and Department.
- Ensure program security compliance with federal, state, local, and industry laws, regulations, rules, and policies.
- Manage department budget preparation and administration including preparing cost estimates for budget recommendations, submitting justifications for budget items and monitors and control expenditures.
- Manage and maintain small and large-scale programs, databases and applications that impact critical department or systems operations, functions and services.
- Manage application system administration activities, development, installation, upgrades, modifications, data integrity, security, technical support and troubleshooting. Evaluates current procedures and recommends changes and improvements.
- Analyzes on-going problems and recommends courses of action to address problems. Maintains a close working relationship with vendors to identify and solve problems with software systems. Troubleshoots problems and makes corrective changes to existing configurations through consultation with vendors.
- Manage and maintain IT Internal Controls for Software/Applications to ensure systems continually comply with requirements to safeguard data and systems.
- Develop, implement and maintain District Business Continuity plans defining all applications/systems intended use, degree of risk/reliance, restoration timeframes and priorities.

Any equivalent combination of education, experience, and training that would likely provide the applicant with the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A bachelor's degree with major course work in computer science or related field, or work-life equivalent (equating to 4 years of relevant full-time experience), and a minimum of five (5) years of increasingly responsible experience related to the functional area of assignment or related field, including a minimum of three (3) years of experience in management or as an expert individual contributor responsible for leading employees and projects.
Licenses and Certifications:
- Valid Oregon driver's license and good driving record.
- ITIL Foundation Certification, preferred
When assigned to Applications:
- Software Development Lifecycle (SDLC), preferred
- IT Service Management (ITSM) practices, preferred
- Project Management (PMP) Certification, preferred
