Job Summary: This key remote SCTR position reports to the Digital Operations Technology (DOT) Team Lead. This position serves as the Technical Project Manager for the South Carolina Clinical & Translational Research (SCTR) Institute's Digital Operations Technology (DOT) Team. This position supports SCTR informatics system/application development, implementation, maintenance, integrations and management - serving as liaison to design informatic solutions to address research operational and reporting needs and interpret the requirements for the informatics development team and Open Source partners. This position serves as the Technical Project Manager for the Services, Pricing & Applications for Research Center Request System (SPARCRequest) and the Research Master ID to define system requirements and to design system solutions to advance the research mission at MUSC and nationally in collaboration with the Biomedical Informatics Center and the SPARC national open-source consortium. Other systems currently in scope for this position are Tableau, Research Data Mart, Confluence Wiki, internal and external websites, list serves, Clinical Trials Management System (OnCore), ClinCard, Epic, Klok, and other systems as required into RINS (Research Integrated Network of Systems). Applying project management and scrum master principles. This position is responsible for organizing and managing the technical requirements for projects including identifying new system functionality, ensuring that timelines are established and met, and that deliverables are met and are of high quality. In addition, this position would support the tableau reports and metric collection for SCTR. SPARCRequest is the electronic platform to support the South Carolina Clinical & Translational Research Institute (SCTR). SPARCRequest has been implemented across the Medical University of South Carolina (MUSC) enterprise, interfaced as the research entry point for MUSC's electronic medical record (Epic) as well as MUSC's clinical trial management system (OnCore), and integrated with Tableau, a business intelligence tool to support data tracking, analysis, and reporting. SPARCRequest has been released as open-source software application, which has been adopted by multiple Academic Medical Centers across the country and will continue to expand.

 

Payscale Salary Range: UNIV-Band 8: $61,853.00 - $88,145.50 - $114,438.00 (min - mid - max)

 

Job Duties: 

  • 30% - Serves as the Technical Project Manager of the SCTR Digital Operations Technology (DOT) Team ~Supports SCTR informatics system/application development, implementation, integrations and management. Designs, validates and documents new functionality and defines workflow and implementation for SPARCRequest, SPARCDashboard, SPARCFulfillment, SPARCCatalog, SPARCReport, SPARCForms, SPARCAdmin, and Research Master ID, to meet programmatic and research needs and to advance the research mission in collaboration with leadership, system developers, programs and providers, users and national consortium stakeholders. 1. Defines system requirements through engagement with stakeholders; solicit & analyze system requirements and feedback from researchers, administrators, & service providers at MUSC, HSSC Institutions, & national-wide CTSA Institutions. 2. Directs, designs, and manages research systems/applications, API's and interfaces built and supported by the BIMC development team and systems/applications licensed from outside vendors to support SCTR and research stakeholders, many of these systems have a significant role in research service center management, tracking and invoicing to meet federal regulations, budgeting and proposal pricing for research studies at MUSC and MUSC Health study billing compliance. 3. Design system expansions, upgrades, and modifications with input from all relevant stakeholders. Review user feedback related to system, continuously evaluate systems and modify systems as indicated for continuous process improvement. 4. Performs quality assurance assessments, evaluates, & approves development code before deployment to production environments for SPARCRequest and RMID. 5. Identifies and documents system errors/bugs & required changes, consults with BIMC development team on changes required to code, & evaluates effectiveness of proposed solutions and system improvements. 6. Maintain multiple SPARCRequest and Research Master ID environments, problem solves and collaborates with BIMC team and Information Solution, and others as required to resolve issues resulting in system down times. 7. Directs maintenance of production environments for the SPARCRequest and SPARCFulfillment to ensure compliant research data capture. 8. Meets with stakeholders to discuss concerns related to system functionality; investigates any complaints, takes appropriate action and notifies the appropriate people of the outcome of the investigations and documents event. 9. Manages technical aspects of production releases for SPARCRequest, SPARCFulfillment, and RMID, along with developing and disseminating the communications for release notifications. 10. Directs & manages weekly deployments of new code and functionality to SPARC production environment to include developing schedule of routine code deployment for pre-testing, deployment, and post testing/ monitoring deployments and coordinating with the BMIC Ruby Development Manager. 11. Create training related to the development of new functionality and oversee and ensure up to date Confluence Wiki documentation. - (Essential)
  • 25% - Serves as a subject matter expert for MUSC's Research Integrated Network of Systems (RINS), a "meta" evaluation tool for assessing the success of translation research initiatives, aimed at improving the efficiency of clinical trials. RINS was designed to link disparate research systems across campus to extract granular, study specific data, via a RMID, with an end goal of research lifecycle reporting across the various integrated systems to support senior leadership data analytics, metric tracking and reporting cascading down to colleges, departments, investigators and study teams. 1. Solicits system requirements for RINS system innovations from senior leadership and researchers, administrators, & service providers at MUSC, HSSC Institutions, & national-wide CTSA Institutions. 2. Defines and informs system integrations and improve processes to ensure data integrity and harmonization across disparate systems. 3. Actively engages in the quarterly RINS committee as an integrations and reporting platform technical expert to inform new and existing integrations, to ensure system harmonization, while focusing on continuous improvement and future research system integrations to avoid fragmented data and redundant data inefficiencies in clinical trials to improve the financial and operation performance of research at MUSC. 4. Creates and presents training related to the development of new functionality/ system integrations within RINS. 5. Analyzes data to design system expansions, upgrades, and modifications. Reviews all feedback methods to continuously evaluate RINS Systems & analyzes data to prioritize, inform and modify the systems as indicated for continuous process improvement. 6. Directs the design and development of Application Programming Interfaces (APIs) for RINS systems, such as the API between RMID and SPARC, SPARCRequest and Epic, and OnCore and SPARC. - (Essential)
  • 15% - Service Catalog and Pricing Management Manages research pricing updates in SPARCRequest, SPARCRequest provides proposal pricing for research; informing research teams on what will be required for grant reimbursement or sponsor negotiations therefor improving the financial stability of research at MUSC. 1. Manage the SPARCRequest Service Catalog including obtaining, updating, and monitoring the accuracy of over 24,000+ active University, MUHA, & MUSCP ancillary services and their research pricing. 2. Design chargemaster data conversion and data imports for scripts to keep SPARCRequest service catalog in sync with the various charge masters & research fee schedules of all service providers of the 3 MUSC entities (and affiliate hospitals) to ensure accurate budgeting, ordering, & billing compliance. 3. Oversee all changes to services and pricing contained within the catalog and coordinate with various service providers as needed, such as Office of Clinical Research, Biomedical Informatics Center (BMIC), Research Nexus, etc. - (Essential)
  • 15% - SCTR and Institutional Reporting and Metrics Designs and develops Tableau reports and dashboards for senior research leadership, SCTR leadership, program directors and managers to support advances in research at MUSC. Serves as a subject matter expert to inform the successful management of all SCTR Tableau reports which have a significant impacted on MUSC by allowing better understanding of the human research being conducted at MUSC and improving leaderships understanding of the research services, research financials and other key performance indicators. 1. Using Tableau Desktop Associate certification this position will build tableau reports, validate data with subject matter experts, and monitor effectiveness of reported data making updates and problem solving if data discrepancies are identified. 2. Designs, directs, and executes the platform and infrastructure for research data analytics, metric tracking and reporting for the South Carolina Clinical & Translational Research Institute (SCTR) to inform NIH CTSA Grant progress reporting, research service delivery and utilization, participant accrual and study activation performance, program financial performance and efficiency and for the Vice President for Research and other MUSC senior leadership to advance and improve research at MUSC and the Regional Hospital Network. 3. Collaborate with SCTR and CTSA evaluators from across the nation to create new technologies and methodologies to evaluate the impact of the NIH CTSA at the local (SCTR) and national level including short-term and long-term program goals and targeted impact areas. 4. Identifies data capture gaps and collaborates with SCTR evaluation program director and manager to inform system development to capture key performance metrics in SPARCRequest, Research Master ID (RMID), Research Data Mart and other research systems. - (Essential)
  • 10% - SPARC Open Source Governance Directs and manages the technical communication for the Open source community, which consists several external institutions using SPARCRequest for their own research service provision under MUSC's BSD3 License. 1. Serves as the primary point of contact to the SPARCRequest national CTSA Consortium Technical Community through exploration, implementation and currently adopted partners. 2. Serves as the subject matter expert related to the technical customization needed for Open Source implementation and improvement process for each onboarded institution. 3. Manages project and testing teams to ensure SPARCRequest release readiness for deployment at MUSC and then to the national Open-Source community. 4. Drives and participates in the decision-making process related to Open-source code adoption, testing and internal training required for use. 5. Establishes and maintains documentation mechanism and structure for SPARC and RMID for Open-Source partners as well as internal institutional user groups. 6. Maintains and monitors the SPARC Open-Source Governance Business Process Model for accuracy and efficiency. - (Essential)

Preferred Experience & Additional Skills: Certified scrum master and certified in Tableau. Knowledge and experience in supporting clinical research systems and applications such as with SPARCRequest, Research Master ID (RMID), Epic and OnCore desired. Research training and exposure to research processes and healthcare charges and charge masters preferred. Competence with project management tools, MS Office especially Excel and Pivot Tables, data analysis and reporting using graphics and tables preferred.

 

Minimum Experience and Training Requirements: A bachelor's degree and four years of experience managing large projects of moderate complexity and risk (such as system design, or system requirement gathering and planning, research, or statistical setting). Some positions may require certification as a Certified Associate in Project Management or Project Management Professional (PMP).
